The Arbitration Board convened to discuss the raise

The Public Officials Arbitration Board convened to discuss the issues on which no agreement could be reached in the '8th Term Collective Agreement'.
The panel, chaired by Court of Accounts President Metin Yener, will work for five days. The 11-member panel will make decisions by majority vote. At least eight members are required to convene. The deadline for the arbitration panel to reach a decision is Wednesday, August 27.
HOW DOES THE PROCESS WORK?Following the failure to reach an agreement on a raise in the 8th Term Public Collective Agreement negotiations concerning civil servants and retired civil servants and the decision of the authorized confederation Memur-Sen not to apply, the Public Employer Delegation appealed to the Public Officials Arbitration Board.
The application was submitted on August 22. The Board, chaired by Court of Accounts President Metin Yener, must issue its decision within five days. The Board's decision will be final and cannot be appealed.
PUBLIC EMPLOYER'S OFFERSIn its initial proposal on August 12, the Public Employer Committee had proposed a 10 percent raise in the first six months of 2026, a 6 percent raise in the second six months, a 4 percent raise in the first six months of 2027, and a 4 percent raise in the second six months.
The public employer, which proposed a 1000 lira increase to the base salary in addition to the raises proposed for 2026 on August 15, suggested 11 percent for the first six months of 2026 and 7 percent for the second six months in its revision made on August 18, leaving its initial offer for 2027 unchanged.
