According to the data announced by TÜİK, the increase in the Consumer Price Index (CPI) in the first five months of 2025 was as follows: January: 5.03% February: 2.27% March: 2.46% April: 3.00% May: 1.53% According to this data, the total inflation for the first 5 months was approximately 15.09%. This rate will increase even more with the June data and the raise rate for civil servants and retirees will be finalized.

Civil servant and retiree salaries are updated according to the inflation data announced by TÜİK in January and July of each year. If the increase rate determined in the collective agreement remains below the 6-month inflation, the difference is reflected in the salaries as the “inflation difference”. Therefore, June inflation plays a decisive role in the increase to be made to the salaries of civil servants and SSK-Bağ-Kur retirees. According to the Market Participants Survey conducted by TCMB, the June CPI increase expectation, which was 1.77 percent last month, decreased to 1.61 percent in this survey period. According to this expectation, June inflation can be announced as around 1.61 percent. If this estimate comes true, the total 6-month inflation will be 16.95 percent.

The total of the 6-month inflation difference is the determining factor in the pension increase. Accordingly; if the total of the 6-month inflation is 16.95%, the salaries of SGK and Bağ-Kur retirees will be increased by 16.95%.

The lowest pension had increased to 14,469 lira with the latest increase. If June inflation is announced as expected, the lowest pension could increase from 14,469 lira to 16,921 lira. In order to increase the lowest pension, a law needs to be prepared, passed by the parliamentary committee and published in the Official Gazette.

In the increase in civil servant salaries, in addition to the 6-month inflation difference, the 5% increase determined in the collective agreement will be added. If the June inflation is announced as 1.61%, the inflation difference that will occur will be 10.33%. If the 5% determined in the 7th Term Collective Agreement is added to the 10.33% inflation difference, a total cumulative increase of 15.85% will occur in civil servant salaries.
