The bill containing regulations on working life is in the Turkish Grand National Assembly

AK Party Group Chairman Abdullah Güler announced that they submitted the 'Draft Law on Amendments to Certain Laws and the Decree Law No. 375', which consists of 22 articles and includes regulations regarding working life, to the Presidency of the Grand National Assembly of Turkey. Güler said, "With our proposal, we aim to increase the efficiency of services in accordance with the developing and digitalized public administration approach and to ensure that the services provided to our citizens are carried out faster, simpler and more effectively. By allowing our citizens living abroad to apply for social security through consultancy and attaché offices, both bureaucratic procedures are facilitated and access to public services by our citizens living abroad is strengthened and facilitated. In our other article, we are strengthening the financial rights of our civil servants and contract personnel working overtime within the Ministry of Youth and Sports. We desire the sustainability of units or branches that provide services on a 24-hour basis, especially in the summer months, in youth and sports service camps and to produce even stronger services. We are allowing workers working in the tourism sector to use their weekly leaves within a period of 10 days. Periodic and important works in the field of tourism are different; therefore, by implementing a more flexible holiday application, we aim to make the works in the field of tourism effective and sustainable."
'İŞKUR'S DATA SHARING IS BECOMING MANDATORY'Güler, who stated that with the proposal, notifications provided via the Registered Electronic Mail system will be considered valid in business relations, said, "We support digital transformation with this regulation, and it is also desired to reduce operational costs by transferring the employer's document obligation to the digital environment. Data sharing of the private employment offices of the Turkish Employment Agency (İŞKUR) is made mandatory, and it is aimed to make the labor market more transparent, traceable and auditable. Administrative sanctions will also be applied to those who act contrary to this regulation. In line with the annulment decisions of the Constitutional Court (AYM), the provincial organizations and revolving fund structures of our Ministry of Labor and Social Security are being provided with a legal basis, and it is aimed to eliminate legal gaps in this way. The General Directorate of Nature Conservation and National Parks is being restructured as a public institution with a special budget, and revolving fund enterprises are being gathered under this roof, and we also propose a more effective and efficient working method for the protection of natural assets and public services."
Güler noted that the proposal also included changes to the 'Turkish Armed Forces Personnel Law' and said, "We wish to increase the number of generals and admirals whose term of service can be extended by the decision of the Supreme Military Council. We are making the age limit of force commanders equal to the Chief of General Staff and allowing our President to extend it. In this period when regional war risks have increased in particular; the ongoing war between Russia and Ukraine in our north, the Israel-Iran war that has recently ended but still poses great risks, and Israel's aggressive attitude poses great regional risks, we are reducing the age limit of our highly experienced force commanders to 67, which is the age limit of our Chief of General Staff. In order for the grant resources provided by the European Union and international organizations to be used effectively by public institutions in Table 4, we are organizing the 'Public Financial Management Law'. The minimum payment rights of our citizens receiving old age, disability and death pensions are protected, and the procedures and principles regarding these payments will be determined by the Social Security Institution (SGK) with a regulation."
'WE WILL EVALUATE THE FIGURES WITH IMPACT ANALYSIS'Güler, who also made an assessment regarding the rate of increase to be made to SGK and Bağ-Kur retirees in July, said, "Upon the instructions of our President, we had a meeting with our Minister of Labor and Social Security and our Minister of Treasury and Finance under the chairmanship of our Vice President Cevdet Yılmaz. We requested information for impact analyses, they will come. As of July 3, TÜİK data will be announced. There, both the increase for civil servants and the inflation difference to be applied to civil servant retirees and SSK-Bağ-Kur retirees will be revealed. Currently, the lowest retirement salary is 14 thousand 469 TL and concerns approximately 3 million 716 thousand retirees. We will evaluate these figures with impact analyses. I think this bill will be discussed in the Planning and Budget Commission on Thursday."
