President Abinader leads the delivery of titles in Puerto Plata

President Luis Abinader led the start of the land titling process in Puerto Plata on Sunday, initially benefiting more than 5,000 families who had waited more than 30 years for their property titles.

The activity will impact approximately 25,000 people in the San Marcos and El Javillar sectors, and will later expand to include approximately 4,000 more families in the Montellano municipality.

During his speech, the president highlighted the national reach of the titling program. "We have already delivered more than 130,000 titles, like never before, and we have 150,000 in process across the country ," he emphasized.

He emphasized that this effort seeks to formalize land ownership , respecting the rights of the original owners and facilitating the beneficiary families' access to formal financing and the development of economic projects in their homes.

Call from the President

President Abinader called on community leaders, pastors, and neighborhood council presidents to collaborate in family mediation to ensure that the titles can be delivered without delays due to internal differences .

He noted that this program, in addition to regularizing property , will allow families to protect their assets and use them as capital for investment and development, benefiting from the recent Family Property Law.

Victor Sanchez, assistant to the president for special projects, explained that the issuance of property titles constitutes a state policy that guarantees social justice , constitutional compliance, and economic development .

"The formalization of land occupied for more than 20 years transforms inactive assets into usable capital for financing and investment ," he said.

Duarte Méndez, executive director of the State Land Titling Technical Unit (UTECT), explained that the brigades will begin technical and social surveys in the selected sectors, followed by the signing of the transfer deeds that will formalize the land ownership in the name of the beneficiaries.

"This program will bring hope and security to 5,000 families in Puerto Plata , with transparent processes and community follow-up ," he said.

The UTECT, a department of the Ministry of the Presidency, coordinates the entire titling process through cadastral stages , social censuses , judicial phase, and registration phase , ensuring that beneficiaries can receive their title certificates efficiently and legally.

Beneficiaries must present documents proving their right to the land, according to their marital status, to complete the process free of charge .

President Abinader recalled that this program is being carried out as part of his agenda in Puerto Plata , which includes improving infrastructure in the neighborhoods, such as the construction of sidewalks , curbs, and paving, ensuring that the delivery of titles is complemented by urban improvements that directly benefit the communities.
